1. Necessity. All applicants for admission to the bar of New Mexico shall be required to take and pass a written examination prescribed by the Board of Bar Examiners in accordance with these rules.
2. Purpose. The bar examination shall be designed to test the applicant's minimum competence to practice law in this state.
